In compliance with the solemn direction passed by the Hon’ble Supreme Court of India on 07.03.2025 in Rajneesh Pandey & Ors.-vs- Union of India & Ors. in WP (C) 132 of 2016, the West Bengal School Service Commission has been directed to initiate recruitment process to the posts of Special Education Teachers in Government Aided / Sponsored High/ Higher Secondary Schools. These Special Education Teachers shall cater to the needs of students with Special Needs enrolled in classes from Upper Primary to Higher Secondary levels so far as their special needs are concerned.

This notification is being issued for conducting the TET, 2025 and 1st State Level Selection Test (SLST), 2025 for selection to the posts of Special Education Teacher for Upper Primary, Secondary and Higher Secondary levels in Government Aided/ Sponsored Schools in West Bengal against the aforesaid vacancies directed to be filled up by initiating fresh recruitment process, and further vacancies as may be received from the West Bengal Board of Secondary Education under the West Bengal School Service Commission (Recruitment of Persons for Appointment to the Posts of Special Education Teacher) Rules, 2024 (“Rules, 2024” hereinafter).

The recruitment process will be governed by West Bengal School Service Commission (Recruitment of Persons for Appointment to the Posts of Special Education Teacher) Rules, 2024 and relevant Guidelines of the State Government.

1. Any citizen of India only may apply for the post of Special Education Teacher for Upper Primary, Secondary and Higher Secondary levels in Government Aided/ Sponsored Schools in West Bengal.

2. Eligible candidates with the minimum qualification laid down in the Rules, 2024 (Please see rule 4) may apply online only (and by no other mode) through the official website of The West Bengal School Service Commission (www.westbengalssc.com).

3. Applicants must fill in all details mandatorily required in the form and make necessary payment of fees as applicable. Apart from the norms/conditions laid down in this advertisement and the Rules, 2024, candidates should specifically note the following:

(i) Male candidates shall not be eligible for appointment in any Girls’ Schools.

(ii) Scale of Pay: As per extant norms of the State Government.

(iii) All applicants must submit their forms after careful scrutiny, since after submission of the application form, no further rectification will be allowed.

(iv) Incomplete and/or wrong applications are liable to be rejected.

(v) Candidates may refer to and will be bound by the further terms and conditions contained in the Rules, 2024 and other applicable guidelines.

4. Scheduled Dates for 1st SLST, 2025 (Special Education Teacher)

Submission of Online Application: Already commenced from 02.09.25 subsequent to advertisement in Newspaper

(i) Commencement Date: 2nd September, 2025

Last Date: 24th September 2025 (5 PM)

(ii) Receipt of Application Fee: Last date- 24th September 2025 (11:59 PM)

Fees must be paid online.

Written Examination (TET):- The date will be notified later.


j) Admit Card:- Admit card of the SLST will be available on the official website (www.westbengalssc.com). Candidates are requested to download the same. Date for downloading of the Admit Card will be announced in due course, but at least 7 (seven) days before the examination date.

k) Fees for Examination (excluding Bank/other payment-related charges, where applicable):

Manner of recruitment to the post of Special Education Teacher in Schools shall be made on the basis of OMR Based TET, interview and lecture demonstration, determined in terms of the Rules, 2024.

Any omission, error or mistake of any nature by the candidate while filling in the OMR Sheet may result in non-evaluation of the answer script of such candidate and the application of such candidate will be liable to be cancelled.

There will be only one correct option, carrying 1 (one) mark, out of 4 (four) options provided for every question.

Note:


❖ Question Papers will be set in English and Bengali.

❖ Candidates will be allowed to apply under any one medium of instruction for the post of Special Education Teachers for Upper Primary, Secondary and Higher Secondary schools.

Preparation of panel for the posts of Special Education Teacher


(1) The West Bengal Central School Service Commission shall publish the result of TET and issue certificate to the TET qualified candidates following NCTE norms.

(2) The West Bengal School Service Commission, for the purpose of selection, shall take option from the candidates who already hold valid TET Certificate whether such candidates are willing to appear in the selection on the basis of earlier TET certificate or otherwise.

(3) The West Bengal Central School Service Commission for the purpose of calling the candidates for Demonstration of class room teaching and Interview selection, shall set category-wise cut off marks and prepare a List of the candidates subject to successful verification of credentials and eligibility, in the ratio of 1.2:1 of final vacancies, that is, 1.2 times as many candidates as there are final vacancies, as far as practicable.

(4) If, however, the said cut-off marks are obtained by more than one candidate, all such candidates who obtain the said cut-off marks shall be called for Demonstration of classroom teaching and Interview test. Obtaining the cut-off marks in a particular category is mandatory for being called for interview and lecture demonstration for that category and for being considered in the merit-list in the concerned category.

(5) The Regional Commissions under the direction of the West Bengal Central School Service Commission shall physically verify all the credentials and eligibility of the short listed candidates appearing for verification of documents. Candidates whose credential has been checked and found incorrect by the authority and candidates who are found ineligible to participate in the selection process shall not be allowed to appear. Absence of a candidate during verification will automatically disqualify a candidate from any further participation in the selection process.

(6) The West Bengal Central School Service Commission after completion of physical verification of all credentials shall publish in its official website a final list of candidates to be called for Demonstration of class room teaching and Interview.

(7) The West Bengal Central School Service Commission after completion of Demonstration of class-room teaching and Interview, shall prepare and publish in their website a panel of candidates (category wise) in order of merit equal to the number of vacancies and also shall prepare and publish in their website a category-wise waiting list of the rest of the candidates in order of merit not included in the panel. Such wait listed candidates shall have no right to claim any recommendation merely because his/ her name has been in the waiting list.

(8) The Commission, at the time of publishing merit based panel of successful candidates equal to the number of vacancies, shall arrange to inform each candidate through its website:  
(a) his/her own score in each segment of selection;  
(b) the cut-off marks (if any) for the categories he/she has applied;  
(c) the final marks obtained by the candidate and final marks of the last selected candidate(s) in merit based panels of respective categories.

(9) A hard copy of the merit based panel containing the name, roll no. and marks obtained in each segment of selection by the empanelled as well as wait-listed candidates duly signed by the authorized officer of the Chairman of the West Bengal Central School Service Commission must be preserved in the office of the said Commission for ten years or till disposal of the court case, if any filed against the said selection, whichever is later, provided the digitalized copies of the same are to be preserved.

(10) The West Bengal Central School Service Commission shall publish such panel and waiting list of candidates in the website of the said Commission as well as the Offices of the Regional Commissions. A copy of the same will be submitted to the State Government and the Directorate of School Education for information.

(11) The written answer scripts/OMRs of TET/selection test as the case may be shall at least be preserved in the office of the West Bengal Central School Service Commission for ten years or till disposal of the court case, if any filed against the said selection, whichever is later, provided the digitalized copies are preserved.

(12) Validity of Panel and Waiting List: 
Panel and wait-list shall remain valid for one year from the date of publication of the panel and wait-list.

(14) Eligibility:-


Educational qualification including professional qualifications for selection of Special Education Teacher (Classes V to X or V to XII)

Six-months training of teaching in cross disability area in inclusive education. Note: If the proposed programme (cross disability/top up courses being developed by RCI as an in-service training) is not available, the same may be dropped from the qualifications with a condition that those recruited with D.Ed /B.Ed Special Education or Equivalent qualifications have to compulsorily undergo aforesaid training as soon as the same is conducted. 3. A candidate willing to be selected as a Special Education Teacher in any School must have the specific subject of the medium of instruction of the school as first or second or third language at any of the Secondary or Higher Secondary or Graduation/ post- graduation level as elective or optional subject. | Minimum 21 years and maximum 40 years on the 1st day of January of the year of advertisement. Upper age limit is relaxable for SC/ST/ OBC and Physically handicapped Candidates as per State Government norms |

N.B.:


1: Age relaxation will be given to Special Educators and Inclusive Education for the Disabled Coordinators of the State working under Paschim Banga Samagra Shiksha Mission and those who are working under Govt. recognized Special Schools running under Mass Education Extension & Library Science Department to the Govt. of West Bengal, with approval of the said Mission or competent authority (District Education Officer, SSM of respective Districts- in case of Special Educators & IE Coordinators working under Paschim Banga Samagra Shiksha Mission & District Mass Education & Extension officer of respective Districts- in case of Special Educators/Special teachers working in Special schools approved/ recognized under MEE Dept.) as the case may be, may apply for the post up to age of 55 years.

[C] Other Conditions.


1. Academic and professional qualifications obtained as on or before the last date of receiving online application and as mentioned in the application form shall only be counted for academic and professional qualifications.

2. For consideration of applications in SC/ ST/ OBC – A/ OBC – B/ PH Categories, certificates issued by the competent authorities of only the Government of West Bengal, as on or before the last date of receiving online application, shall be treated as valid documents. Candidates belonging to such categories from other States will have to appear as General Candidates only without any corresponding concession / relaxation in respect of age, fees and qualifying marks.

3. A candidate who comes under more than one reservation category shall be eligible for only one benefit of relaxation, which shall be considered most beneficial to him.

4. Only one Admit card will be issued to one candidate. If a candidate applies multiple times under different candidate IDs, the last Candidate ID will be accepted as final and Admit Card will be issued for the last Candidate ID only. If a candidate applies more than once under one Candidate ID and generates multiple Application IDs, the last Application ID will be accepted. In the event of multiple Candidate ID and multiple Application IDs, the last Application ID generated from the last Candidate ID will be accepted.

(15) Medium of Instruction:


A candidate willing to be selected as an Special Education Teacher for Classes V to X or V to XII in Government Aided/ Sponsored High/ Higher Secondary Schools having Bengali or English or Hindi or Nepali or Oriya or Santhali or Telugu or Urdu as the medium of instruction, as the case may be, shall have passed Bengali or English or Hindi or Nepali or Oriya or Santhali or Telugu or Urdu, as the case may be, as first or second or third language at Secondary/Higher Secondary/Graduation/ Post Graduation level examination conducted by the Board or other concerned bodies.

(16) Related Information :


(a) The candidate should satisfy himself/herself about his/her eligibility before applying and shall be personally responsible in case he is not eligible to apply as per the given eligibility criteria.

(b) If a candidate has been allowed to appear in the State Level Selection Test, it does not mean that the eligibility of the candidate has been verified.

(c) Selection does not vest any right in the candidate for appointment.

(d) The eligibility of a candidate, who has been qualified to appear in the State Level Selection Test shall be finally verified by the concerned recommending authority at any time upto the final counselling stage, and then at any time thereafter as well, by the appointing authority.

(e) No T.A./ D.A. will be paid to the candidates for appearing for the Examination/Interview.

(f) For in-service candidates i.e. teachers and non-teaching staff (within the jurisdiction of West Bengal School Service Commission), NOC (No Objection Certificate) from the concerned school authority will have to be submitted to the Commission as and when asked for.

(17) Important Notes:-


(a) The applications of candidates not complying with the instructions and “Rules, 2024” shall be summarily rejected.

(b) Candidate should enter his/her particulars i.e. Name, Father’s Name/ Mother’s Name and Date of Birth as per his/her Madhyamik Certificate or as per its equivalent Board Examination.

(c) Each candidate should submit his/her form after filing in details carefully since after submission of online application form, no further rectification will be allowed.
