Bihar Launches ₹1,000 Monthly Allowance for Unemployed Graduates. Mukhyamantri Nishchay Swayam Sahayata Bhatta Yojana (Self-Help Allowance Scheme).
Mukhyamantri Nishchay Swayam Sahayata Bhatta Yojana
In 2025, the Bihar government, under Chief Minister Nitish Kumar, expanded its flagship Mukhyamantri Nishchay Swayam Sahayata Bhatta Yojana (Self-Help Allowance Scheme) to include unemployed graduates aged 20 to 25 years.
This move is aimed at financially supporting educated youth who are neither studying, employed, nor self-employed, as part of a broader strategy to empower youth and boost employment opportunities in the state.
Scheme Details
- Eligibility: Graduates from Arts, Science, and Commerce streams aged between 20 and 25 years who are unemployed and actively seeking employment.
- Benefit: Rs 1,000 per month for a maximum duration of two years.
- Extension: The scheme was previously limited to unemployed intermediate pass youth but has now been expanded to graduates.
Objectives
The scheme is designed to help unemployed young graduates meet daily financial needs while they prepare for skill development courses and competitive examinations.
The state government envisions making the youth self-reliant, skilled, and employable, contributing significantly to Bihar’s and India’s development.
It is also part of an ambitious goal to generate one crore new jobs in government and private sectors over the next five years.
Background and Context
Bihar’s government has prioritized youth employment since 2005, introducing multiple youth welfare programs under the 7 Nishchay (Seven Resolves) initiative.
The Self-Help Allowance Scheme, launched initially in 2016, supported unemployed intermediate-level youth.
The recent extension reflects ongoing efforts to address unemployment among more educated sections of youth, especially graduates.
Additional Support Measures
Alongside this allowance, the Bihar government has provided financial assistance to over 16 lakh construction workers on special occasions, like Vishwakarma Puja and Prime Minister Narendra Modi’s birthday.
A web portal named Pratigya has been launched for contractual workers’ welfare, demonstrating the state’s inclusive and broad-based social welfare focus.
Application Process
Eligible candidates can apply for the allowance through the official portal linked to the Mukhyamantri Nishchay Swayam Sahayata Bhatta Yojana. Registration requires a mobile number and email ID. The state government is expected to release detailed guidelines for the application process shortly.
Mukhyamantri Nishchay Swayam Sahayata Bhatta Yojana
This financial assistance scheme forms a key pillar in Bihar’s youth empowerment approach, aiming to reduce financial hardship among unemployed graduates while facilitating their skill enhancement and job readiness.
